MINUTES FOR THE MONTHLY GENERAL MEETING OF THE

NEW KILLARNEY-RIVIERA ASSOCIATION

HELD VIRTUALLY OVER THE INTERNET

ON WEDNESDAY 18 JUNE 2025 at 18H30

PRESENT:      Wayne Ford (Killarney Village); Charles Whyte (Beverley Heights); Tracy Royal (Mediterranean); Antonia Morgado (Killarney Hills); Vinod Rowjee (Independent); Robert du Preez (from Moore Accountants).

1. WELCOME

  • Wayne chaired the meeting. He opened the meeting and welcomed the attendees.

2.  APOLOGIES RECEIVED

  • Kim Robinson (Killarney Hills); Nadia Nikakhtar (Killarney Park); Eleanor Huggett (Councillor Ward 73); Ismail Randeree (Castlerosse); Ian Morison (Killarney Park).

3. CONFIRMATION OF MINUTES, AND MATTERS ARISING

  • The minutes of the previous meeting have been circulated to all attendees, and have been approved by them. The details thereof were incorporated into the monthly newsletter.

4.  STATUS OF OUR SUBURB, AND LIST OF ISSUES REQUIRING ACTION

  • Pavement and street repairs -: The required major repairs in 2nd Ave and 2nd Street are still on hold while we wait for authorisation from JRA to proceed. The funding is available, and the contractor is standing by. We are working with the ward councillor to get this answer from JRA as soon as possible.
  • It was agreed that the NKRA should address the pavement holes in 4th Ave ourselves, by backfilling the holes and compacting them. We will thereafter seek to pave over them – with asphalt or bricks as is appropriate from case to case. We also need to finalise the repair to 10th Street, which is getting worse. Perhaps we can hire Themba to help. Charles will link up with Ismail, and with Christina Court, to make a start.
  • The Oxford Road crash barrier outside Moore Accountants was destroyed by an accident a few weeks ago. It has been reported regularly, but thus far there has been no response. This crash barrier is an important safety feature, it gets hit frequently, and any future such crash will come through the wall into the premises of Moore Accountants. Charles continues to report it, Charles will share the reference numbers with Rob from Moore Accountants, and Rob will help to chase this with COJ. Charles will also involve the ward councillor when she returns from holiday.
  • Representative for Community Policing Forum -: Floh is working outside of Johannesburg for the next few months, and has been looking for a substitute to be our CPF representative for a while. He has not yet been successful.
  • Bank account FICA and signatories -: The bank has informed us that we need to undergo a FICA review and update. We have also discovered that we are required to have a minimum of three signatories on the account. Charles and Wayne are still the operational signatories. Estelle Jacobs has been a reserve signatory, but Estelle has left Killarney, so we need to nominate a third person to be a signatory. Both Floh and Priya have agreed to volunteer. The meeting voted to accept both Floh and Priya as signatories, and to upload both of them onto the banking records as soon as possible, in addition to Wayne and Charles. Estelle will be removed as a signatory at the same time.
  • Library book sale -: A book sale will take place on 4-5 July, at the Killarney Mall, outside the PNA store. Posters are being sent around to advertise this event, including an attachment to the last newsletter. We are hoping that all members will distribute and display these posters in their own buildings as well.
  • Improving safety on the pavements -: There is a dangerous hole in the Riviera Road pavement, outside Daventry Court. This was caused when a new water meter was installed years ago, and as usual the Joburg Water team did not backfill or reinstate the pavement. We cannot simply fill it in, because there are valves at the bottom and access needs to be protected. A manhole has to be built here. Charles has arranged for the Daventry Court maintenance man to build a manhole for us, and we are trying to obtain the needed building materials via donations. The meeting agreed to go forward with this project, and to assist with obtaining the materials if needed.
  • It was also agreed to repair the walkway on that pavement, by levelling it off, and creating a smooth and safe pathway using the existing paving stones. We can then try to plant a garden on the open patches of ground as well.
  • Charles has put bigger globes into the light-fittings on the Daventry Court boundary wall, but it’s not helping much.
  • Repainting street names on kerbs –: The final corrections have been finished, and this project is now complete.
  • Illegal hawkers, and illegal drinking on pavements -: The problem continues, despite the cold weather. We have asked the Mall to help, but their private security company has no authority on a public road or pavement. People are allowed to use the pavements for leisure activities, provided they comply with the by-laws, but these people treat the by-laws with contempt, and the JMPD does little about it. The party-goers are largely resident in Killarney, and many of them live in circumstances where they cannot host large parties in their homes. There is nowhere else for them to go.
  • On-going risks of cell-phone snatching on pavements, and pick-pockets -: The risk continues, and the Uber customers are a major target. We continue to ask all buildings to send a security guard out onto the pavement whenever a resident or visitor is waiting for an Uber.
  • Community upliftment initiative – “Themba Cleanup Projects” -: This project is doing great work. There are a lot of holes to be filled, and they need more rubble. St Johns Wood has a mound of rubble on their pavement – we will approach them to ask if we can use some of it.
  • Community Street Walks – Night WALKR’s -: Attendance at the evening walks is being negatively affected by the cold weather, and the daytime walks are currently more popular.
  • NKRA Community Gardens project -: A new irrigation system has been installed and is now working. Some fruit trees have been donated by the Department of Agriculture, and these will be distributed and planted by the Gardening team. We are also fund-raising to build raised beds for the community food garden – we need R500 per bed.
  • Killarney Mall refurbishment progress -: The Mall is officially for sale. The current owners are therefore freezing their promised refurbishment project, and we will have to wait for the new owners to take control before we can hope to see progress with the taxi facility.

5. NEW ISSUES

  • There has been a rumour about the municipality refusing to renew the lease for the Killarney Country Club, and to rezone that land for other purposes. We need to get a proper answer on this from the club officials. We will also ask the ward councillor for input. However, this does not affect us very much, so there is no need to panic. Maybe COJ will build a taxi facility on the land nearest to the Mall?
