MINUTES FOR THE MONTHLY GENERAL MEETING OF THE
NEW KILLARNEY-RIVIERA ASSOCIATION
HELD VIRTUALLY OVER THE INTERNET
ON WEDNESDAY 15 APRIL 2026 at 18H30

1. WELCOME
- Wayne chaired the meeting. He opened the meeting and welcomed the attendees.
2. APOLOGIES RECEIVED

3. CONFIRMATION OF MINUTES, AND MATTERS ARISING
- The minutes of the previous meeting have been circulated to all attendees. There were no suggestions for amendments. The minutes were approved.
4. STATUS OF OUR SUBURB, AND LIST OF ISSUES REQUIRING ACTION
- Street repairs –: The JRA have completed the repair of a number of excavations and potholes, including in 2nd Ave, in Riviera Road, in Newtown Avenue, in North Avenue and a few other locations. They say that they have not yet finished working, but they first need to resolve some internal issues with Joburg Water. We have again offered to assist them with these repairs.
- Pavement repair projects –: Repairs have been undertaken by Charles and his team along 4th Avenue on the east pavement up to 4th Street, excluding the pavement of St Johns Wood. St Johns Wood is still busy with a major construction project, which they hope to finish by the end of April. The damaged kerbs outside Bretton Woods have now been repaired or replaced as well. Small sections of the west pavement have also been addressed. A section of the pavement in 2nd Avenue outside Dukes Court has also been repaired with paving bricks.
- Once all pavement issues in 4th Ave have been completed, we will address the pavement in Newtown Road. There are also damaged tarred areas in 2nd Avenue outside Gleneagles. The team now has three workers, who are all working well. This allows the team to do more work on Saturdays when the men are all available, and it gives us some additional depth for those days when one of them is not available.
- The Thabo Mbeki Foundation, which is busy building the Thabo Mbeki Presidential Centre in North Avenue in Riviera, has committed to make available their contractors to assist with pavement repairs. They have undertaken a joint inspection of all areas needing work, and they have committed to helping in many areas. They are busy compiling a plan and a schedule, which we hope to see in a week or two.
- However, they are not going to help to fix the issues in 10th Street. The majority of the buildings in 10th Street are NKRA members, so the meeting resolved to help fix the trench across the road outside Killarney Hills, as well as to facilitate fixing the pavement at Wilds Crest. The issues at Wilds Crest are largely on privately-owned land, but the owner of Wilds Crest has committed to contribute towards such a repair. Once we have a rough idea of the costing, we will engage with them again on the specifics.
- It was clarified that the Thabo Mbeki Presidential Centre Project does NOT own the vacant stand in Main Road corner Spinney Close, but they are making use of that site during their construction work, on some basis. - Tree pruning in the 4th Street park –: The project was approved by JCPZ for safety reasons only. We are only allowed to remove dead branches, and branches that pose a risk of over-balancing the tree, or “horizontal” branches that are in danger of snapping off in a storm. These JCPZ conditions mean the work will be a bit different from the quote.
- The quote was based on obtaining a woodchipper to grind up the cut wood, so as to save us on the cost of dumping it. However, the JCPZ woodchipper is still not available, and there is no indication of when it will be fixed. This tree-pruning is needed to improve safety, so the NKRA meeting in March had resolved to proceed without the woodchipper, and to pay the tree fellers extra for dumping the cut wood. This meeting also confirmed that decision. The final cost of the project is still uncertain, because they are still working and we don’t yet know how many trips to the dump will be required.
- MTN fibre cable trenches –: The west pavement of 4th Avenue was dug up by MTN, but MTN have now repaired it to the same condition as it was before – more or less. They are not going to do any more reinstatement work. We are still trying to confirm if wayleaves were correctly issued for this project. There is a particularly bad stretch of pavement outside Hatherley Hall, as well as various other smaller patches at various intersections in 4th Ave. Hopefully the Thabo Mbeki Foundation will help us here, otherwise we will repair it ourselves.
- Motorway fence along Newtown Road –: Some trees are damaging the concrete fence along the motorway, and JRA will need to address this. Thereafter we will repair the fence as well.
- Community Policing Forum –: Our main issues are by-law issues which require the attention of the JMPD, and the JMPD does not usually attend the CPF meetings. Cllr Huggett will follow this up. We are also asking the chairman of the CPF to intervene, and Floh is trying to contact the Director of the JMPD directly. However, several CPF meetings have been cancelled recently, which is hindering these communications.
- Suggestion to upgrade the NKRA constitution -: Suggested amendments to the constitution are being discussed, and the wording to be voted upon will be developed by a group of volunteers. The final decision on the wording to be voted upon will be made by the NKRA members in a future public meeting. At any subsequent Special Meeting to amend the constitution, the voting by the members will be done on the record – either using a physical ballot or an electronic ballot – to ensure clarity, fairness and a reliable record.
- NEW ISSUES
- Killarney Mall sale and refurbishment -: The Killarney Mall has been sold, but the suspensive conditions will delay the registration of transfer by a few more months. We have not been given details of the conditions in question, or how long this process will take, but they say they should be finished before the end of the year.
- A taxi association is again parking their cars on the traffic island in Oxford Road, corner Riviera Road, and is apparently now stopping private cars. This can easily cause an accident. The SAPS need to intervene before there is a tragedy.
- The traffic light at this intersection is out of order, which also causes a huge traffic problem, and a serious safety issue. We have reported this.
- There are a number of water leaks in the area. Some of them are very serious indeed – especially in Riviera Road outside Beverley Heights, in Oxford Road near the corner of Riviera Road, and in Anerley Road at the corner of Oxford Road. We have reported them all, repeatedly, but Joburg Water is very slow to respond. Water pipe repairs are currently underway at both ends of 3rd Ave. It was suggested to ask Helen Zille to visit Killarney.
- Workers with a leaf blower are causing a regular disturbance in the park. It was confirmed that the leaf blower operators are not willing to disclose who hires and pays them. We have heard that their employer lives in Chelston Hall. We will contact the Chelston Hall trustees, to find out if the employer does live there, and to request their contact details. If we can contact them, we will ask them to modify their project, to avoid causing undue disturbance to neighbours.
