MINUTES FOR THE MONTHLY GENERAL MEETING OF THE
NEW KILLARNEY-RIVIERA ASSOCIATION
HELD VIRTUALLY OVER THE INTERNET
ON WEDNESDAY 18 MARCH 2026 at 18H30
PRESENT: Wayne Ford (Killarney Village); Charles Whyte (Beverley Heights); Floh Thiele (La Camargue); Eleanor Huggett (Councillor Ward 73); Trish Terry (Gleneagles).
1. WELCOME
- Wayne chaired the meeting. He opened the meeting and welcomed the attendees.
2. APOLOGIES RECEIVED

3. CONFIRMATION OF MINUTES, AND MATTERS ARISING
- The minutes of the previous meeting have been circulated to all attendees. There were no suggestions for amendments. The minutes were approved.
4. STATUS OF OUR SUBURB, AND LIST OF ISSUES REQUIRING ACTION
- Repair projects:
- Potholes in streets –: No repairs have been done by the JRA yet, but we have been informed that they will probably start work in Killarney in the week of 23 March. We have sent them a list of the most serious problems to be repaired as a priority. Charles and Floh have volunteered to accompany their inspection, in case there is confusion.
- The Egoli Gas repairs have created several new excavations in 7th Street, which have not yet been properly reinstated. Cllr Huggett will push JRA about these repairs, because this is a very busy road, and the rains are already washing out the backfill.
- Pavement repair projects –: Repairs have been undertaken along the south pavement of Riviera Road, from Oxford Road to 2nd Avenue, and along 4th Avenue from Riviera Road up to 3rd Street. We hope that these areas are not dug up again soon. There is a lot of work still required in 4th Ave, which will continue as the weather permits. We have purchased a bulk quantity of repair materials, which is being stored at Killarney Gardens. Once all issues in 4th Ave have been completed, we will move on to the pavement in Newtown Road.
- Repair of City Power damages in 10th Street, which is a private road -: The bulk of the pavement damage is on private land, and the owner of Wilds Crest wants to replace the damaged asphalt on her land with more asphalt. We have agreed that her workers will start by removing the rubble from the pavements so that proper measurements can be taken.
- The Thabo Mbeki Foundation, which is busy building the Thabo Mbeki Presidential Library in North Ave in Riviera, has offered to use their contractors to assist with pavement repairs. It seems they are only using asphalt, but we will ask them if they can do paving as well. Meanwhile, we will undertake a detailed inspection of all our pavements, and we will draw up a list of requirements and priorities.
- Tree pruning in the 4th Street park –: We are still waiting for the JCPZ woodchipper. This project is a safety issue, so extended delays are a problem. If a tree or large branch breaks off in bad weather it could harm people or damage buildings, and it might also possibly kill the tree. Cllr Huggett will again contact the JCPZ officials to get further information. It was resolved to wait until 27 March for the woodchipper, and thereafter to proceed without the woodchipper, and to pay the tree feller extra to take the cut branches away.
- Kerbstone repairs in Riviera Road and in 4th Ave -: We are still waiting for the leaking valve in 3rd Street to be fixed, because we cannot use concrete in a gutter where water is constantly flowing. The required new kerbstones have been purchased. It is noted that JW repair work was happening in that intersection today, so hopefully we will be able to address that pavement soon. It was also noted that there are two more water leaks in the close vicinity of that area, and that future JW repair work might impact negatively on this pavement.
- MTN fibre cable trenches –: The reinstatement work is not yet finished. The sub-contractor has blamed the weather for the delays, but this is not a valid excuse. We are contacting the wayleaves officer at JRA to get clarity on this process, and on their follow-up protocols. Cllr Huggett proposed involving the Rosebank-Killarney Gazette. It was also noted that City Power has dug up a lot of the pavement in 3rd Street, and has also left it incomplete.
- Motorway fence along Newtown Road –: Some trees are damaging the concrete fence along the motorway, and JRA will need to address this. Thereafter we will repair the fence as well.
- This embankment is attractive to squatters, drug-users and rubbish-dumpers, and it requires more intensive monitoring. We will follow up on the usefulness of the camera at Castlerosse which covers the 7th Street carpark.
- Killarney Mall sale and refurbishment -: The Killarney Mall has finally been sold, but the suspensive conditions will delay registration of transfer by a few more months. Hopefully the refurbishment project will commence soon, and will address the taxi facility.
- Community Policing Forum –: Our main issues require the attention of the JMPD, and the JMPD does not usually attend the CPF meetings. Cllr Huggett will follow this up. We are also busy researching the possibility to place a police kiosk at this trouble-spot, as well as the availability of uniformed police personnel to staff these kiosks, and the cost of this process.
- Suggestion to upgrade the NKRA constitution -: Only one person has proposed any amendments to the constitution. These suggestions will be analysed and discussed, and a decision will need to be reached on the wording of the amendments. This wording will then be sent to all the NKRA members for comments.
5. NEW ISSUES
- The latest membership invoices were sent out about a month ago, and thus far 29 buildings have already paid the membership fee for the year ahead – about 52% of all buildings.
- The Killarney Mall will be hosting their annual Easter Egg Hunt on Saturday 28 March.
- The Friends of the Library in Killarney will be holding another fundraising book sale on Saturday 28 March, at the Killarney Mall.
- There will be a community market inside the Killarney Mall on Saturday 28 March.
- The Killarney Mall is again fixing the ablution facility in the park. They need to monitor the workmanship, and we need to obtain backup keys for the days when the cleaner is not present.
- We report water leaks around the area constantly, and Cllr Huggett will follow these up and escalate them.
