NKRA Communique – August 2022

Hi everyone

We have experienced some repairs to our roads in recent weeks, although not all the repairs that we requested have been actioned thus far. We have also received some repairs on a few water pipes and gas pipes. This does at least indicate that the municipality still exists in some form, and that our suburb is not being completely ignored. However the damage to our various pavements has not been addressed to any meaningful extent, and as a result this damage has accumulated to the point where it has become physically dangerous to walk on certain pavements at all.

We continue to call upon the ward councillor and the various municipal agencies, but it seems that the municipality has a serious resource constraint, and we have to share the limited capacity with many other suburbs. In the meanwhile, please walk very carefully, especially at night.

For all municipal service delivery issues, including potholes and pavements, Pikitup, electricity or water issues etc, you can also contact the municipal Call Centre on 0860 562 874 to have your query forwarded to the relevant operational department. I know that their responses are always painfully slow, but please would everybody keep reporting these issues, and always ask them for a reference number.

We continue to ask all buildings please to help by cleaning up litter and weeds on pavements or in gutters. When litter is allowed to accumulate, it seems to encourage people to drop additional litter in that vicinity as well. If we give up on this, we will quickly be swimming in litter. Please would all buildings persevere with this, because it really does add a lot of value to the suburb.

A lot of our problems are caused by the illegal taxi rank in 1st Street. We are still working with the ward councillor, the municipal Planning Law Enforcement department and the Killarney Mall management to achieve the critically-needed improvements which the situation requires. At a recent meeting, Mall management advised us that they are conducting market research to guide their next upgrade of the Mall, and that a resolution of the taxi issue will be incorporated into this program. However they have not committed to a fixed completion date as yet, and this may well take quite a while still.

Our legal issues regarding the sewerage over-charging is still in progress. One of the three lawsuits finally went to court in September, and the residents were successful. This is obviously a very valuable precedent for the other buildings as well. The other two cases are still in progress, and due to various additional complexities, they will probably take a few more months at least. Schindler’s Attorneys are still confident of success.

There has been minimal support for the NKRA to resume holding physical meetings. As a result, we will instead hold a virtual meeting over the internet on Wednesday 5 October, at 6pm. I hope that the load-shedding will have eased off a bit by then. I will send out an agenda and a log-on link in the next few days. We can use this first internet meeting as a trial process, and see how it goes. We will learn from this experience, and we can build up from there. Thank you also to the various people who offered us the use of their premises for a physical meeting – we may well come back to that in the months ahead.

Thus far, 39 buildings out of the 55 sectional title buildings in Killarney-Riviera have paid the 2022 membership subscription to the NKRA – this is about 71% of the total. Many thanks indeed to these buildings for your on-going support. The current list of the members for 2022 is as follows:

Please would NKRA members give us feedback on the various issues described above, and especially on our inaugural internet meeting? Please also send in photographs of potholes and damaged pavements etc, because the municipality responds slightly more positively when we can include photos to support our complaints. I would like to build up and maintain a library of photos of all the roads and pavements which require repairs.
