MINUTES FOR THE MONTHLY GENERAL MEETING OF THE
NEW KILLARNEY-RIVIERA ASSOCIATION
HELD VIRTUALLY OVER THE INTERNET
ON WEDNESDAY 21 JANUARY 2026 at 18H30

1. WELCOME
- Wayne chaired the meeting. He opened the meeting and welcomed the attendees.
2. APOLOGIES RECEIVED

3. CONFIRMATION OF MINUTES, AND MATTERS ARISING
- The minutes of the previous meeting have been circulated to all attendees. Some changes suggested by Amber will be incorporated, including formatting changes and adding some extra details, but no items will be removed. The minutes were thus approved.
4. STATUS OF OUR SUBURB, AND LIST OF ISSUES REQUIRING ACTION
- Pothole repairs –: we are still trying to get authorisation to fix potholes ourselves. Cllr Huggett arranged a meeting with the JRA, and we were told that the JRA will address our concerns urgently, but no deadlines were given. We continue to press for the JRA to do these repairs, and also for the JRA to give us official authorisation to do these repairs ourselves on some basis acceptable to the JRA. All residents must be encouraged to keep reporting issues to the JRA.
- The Discovery Pothole Patrol is overloaded with requests. They prioritise their efforts based on the level of danger each pothole presents. Some of our potholes are life-threatening, especially to motorcycles and scooters, and Floh will continue to press our case with Discovery.
- The badly executed municipal repair in Riviera Road (corner Oxford Road) is subsiding, and it is again dangerous. Charles keeps back-filling it with sand and loose rubble, to make it less unsafe. We continue to report this and other issues regularly.
- Pavement repair team –: we need to refund R4,200 to Charles for expenses incurred in repairing the southern Riviera Road pavement near the Oxford Road corner, as well as a further R2,000 to finally finish this project. The meeting resolved to approve these payments to Charles.
- A new proposal was made to allocate R5,000 per month, for each of the next 12 months, to the pavement repair project to undertake various pavement repairs around Killarney-Riviera. We know that the pipes are rotten, and that the municipality will dig up these pavements again soon to do more repairs, so these projects aim only to improve pedestrian safety. The next repair projects to be undertaken are the 4th Ave pavement at Bretton Woods, as soon as they have repaired their storm-water pipe, and then the more recent pipe-repair excavation at the bottom of 4th Avenue on the Killarney Court pavement. There are also urgent repairs needed on the corner of 4th Ave and Riviera Road, and on the pavement along the motorway in Newtown Road/ 7th Street, and elsewhere too. The meeting resolved to allocate R5,000 per month, for each of the next 12 months, to the pavement repair project.
- The remaining missing manhole covers are being replaced with concrete paving slabs, each one cut to size on a case-by-case basis. The quoted cost is R540 per concrete slab. The project is still in progress, and it will be finished sometime next week, weather permitting.
- Tree pruning in the 4th Street park –: we have previously resolved to grind up the cut wood for use as mulch, rather than paying to have it dumped. Unfortunately, the JCPZ woodchipper has been stolen, and they are waiting for a replacement. James Delaney has informed us that he is not allowed to bring any of this wood into The Wilds. Because of the safety risk in the on-going delays, JCPZ have been requested to allow us to prune the trees urgently and to shred the wood at a later date. We are still waiting for their response to this request. Ward Councillor Huggett will help to push for an answer.
- Kerb-stone repairs in Riviera Road and in 4th Ave –: these repairs have not yet begun, because the water running down that gutter from the leaking water valve in 3rd Street will wash away any wet concrete we use in those gutters before it has a chance to dry. We will meanwhile repair these kerbs as best we can without using any concrete. Ismail has also offered to manage these repairs himself, to help reduce costs.
- The leaking valve in 3rd Street is reported regularly, but it has still not been repaired.
- MTN fibre cable trenches –: the reinstatement has still not been completed. The supervisor keeps promising imminent action, but little actual work gets done. Charles has spoken to senior managers at MTN, and we will continue to press all parties concerned.
- Park bench repairs –: at the last meeting we considered a quote for R15,780 to repair broken planks and repaint the benches. Since then, we have received another quotation for R12,804. It was resolved to accept this cheaper quote, and to repair the benches as needed.
- A new project is being developed to uplift the area around the illegal taxi rank in 1st Street and Killarney Avenue. The details will be shared as they become available. All suggestions, and volunteers, are welcome.
- Killarney Mall sale and refurbishment –: no progress has been made since the NKRA November meeting, in part due to the holiday season. There is hope that an announcement on the sale could be imminent. Meanwhile, the security guards at the Clicks entrance are adding a lot of value, and the new Killarney Mall street guards (patrolling in the purple bibs) are also adding value in the surrounding streets.
- The Uber Moto bikes continue to gather in groups at various locations, generating litter and urine. The Uber Moto bikers and the street vendors in the 7th Street parking area are using the motorway embankment for their toilet requirements. Uber Moto bikes have also sometimes parked on the pavements in Killarney Avenue at the 3rd Street corner, obstructing access to the pedestrian crossing at that corner. We need for everyone to take photos when they notice a by-law infringement, and to report it to the JMPD, and to Uber.
- It is difficult to get hold of the JMPD on the phone, and they do not have an internet portal for receiving communications from the public like Joburg Water does, or an email hotline like the JRA has. Communicating with the JMPD is the biggest bottleneck in the by-law enforcement delivery system. It was suggested to create a panel of volunteers to make phone calls to JMPD on behalf of other residents. We will ask for volunteers. The ward councillors do have access to the JMPD upper management, and our ward councillor Eleanor Huggett offered to interface with JMPD on our behalf. Anybody who notes a by-law compliance problem can WhatsApp the details to Councillor Huggett. You must include full details of the problem, full details of the location of the problem, and photographic or video evidence to support your complaint. This channel will be communicated widely via the WhatsApp groups, and it will be included in the newsletters.
- Floh will continue to rebuild our relationship with the JMPD management via the CPF forum. We will also contact our resident named Zack Chetty, to see if he can perhaps help us with contacting the municipal management.
- It was suggested to use large branches from our tree-pruning project as barriers on some pavements, without obstructing pedestrians, to prevent cars and bikes from parking on the pavements.
- Suggestion to upgrade the NKRA constitution –: we will advertise to the community to make suggestions for improving the NKRA constitution. These announcements will be placed on the Announcements WhatsApp group, and in the NKRA newsletter. The residents can respond by a simple email, or via WhatsApp. Any suggestions received will be collated for discussion by the member buildings, and for an eventual vote by the member buildings.
- Community Policing Forum –: the next CPF meeting will take place in February. Floh is our contact person for police matters and the JMPD. All SA Police Service land-line phones have been disconnected, and we need to call the emergency number at 10111.
- Composting system in the 4th Street park –: it was resolved to focus for now on the bokashi bin system, which can be operated easily in various buildings, and which can ultimately deliver compost to the park. Interested people can get details and assistance at the Food Gardens WhatsApp Group.
- Community market –: another book-sale is being planned to raise money for the library. It might perhaps be an idea to combine this with a community market. The community market is Ismail’s project, and the book-sale is organised by the Friends of the Library, so those parties will need to make the decisions.
