MINUTES FOR THE MONTHLY GENERAL MEETING OF THE
NEW KILLARNEY-RIVIERA ASSOCIATION
HELD VIRTUALLY OVER THE INTERNET
ON WEDNESDAY 18 FEBRUARY 2026 at 18H30

1. WELCOME
- Wayne chaired the meeting. He opened the meeting and welcomed the attendees.
2. APOLOGIES RECEIVED

3. CONFIRMATION OF MINUTES, AND MATTERS ARISING
- The minutes of the previous meeting have been circulated to all attendees. There were no requests for amendments. The minutes were approved.
4. STATUS OF OUR SUBURB, AND LIST OF ISSUES REQUIRING ACTION
- Repair projects- Potholes in streets – No repairs have been done by the JRA yet, although they assure us that we are on their “schedule”. However, the Discovery Pothole Patrol has fixed some serious holes for us, two at the circle in 4th Ave corner 7th Street, and one at the circle in Anerley Road corner Federation Road.
- We have started using an online platform to log all potholes and water leaks, as a test. The platform is at https://citymendersa-new.web.app/. Use “Killarney Mall” as the location, and please add all issues relating to municipal infrastructure and by-law infringements.
- We have found a new senior water-leaks contact at Joburg Water, who has promised to address our long list of water leaks – starting with those in the streets.
- Pavement repair projects – the damaged pavement in Riviera Road corner 4th Ave has been repaired, and the hole around the new water meter in Riviera Road at Earl’s Court has been repaired. Other patching has also been done in 4th Ave. The two excavations in Newtown Road are in progress – Themba is backfilling them, and then we will compact them and brick-pave again. Charles is sourcing new kerbstones and bricks. The pavement in 4th Ave has been badly damaged outside St Johns Wood.
- Proposal to repair the trench that was dug across 10th Street by the CoJ – We have been informed that 10th Street is a private road, therefore we are allowed to repair it ourselves. A resident has sourced a new asphalt repair technology, which is quicker and easier than other methods. He has submitted an estimated quote of R8,288 for the materials, but has offered to provide the labour and equipment for free. The meeting resolved, with no objections, to accept the offer and to use the new technology to repair the trench, as a test to see how well it works.
- There is repair work required on the 10th Street pavements as well, part of which is on privately-owned land. It was agreed that there will probably be future CoJ excavations on those pavements to repair those pipes and cables again, so it was resolved to repair the pavements with reusable bricks or pavers, as a second phase.
- Concrete man-hole cover replacements – The job is finished. We will monitor these new covers, and see how well they last.
- Tree pruning in the 4th Street park – The JCPZ woodchipper is now back in service, but the truck is still being repaired. We hope to get this pruning done in a week or two.
- Kerbstone repairs in Riviera Road and in 4th Ave – We are still waiting for the leaking valve to be fixed, because we cannot use concrete in a gutter where water is constantly flowing. The required new kerbstones are being purchased.
- MTN fibre cable trenches – The contractor has laid down a lot of new asphalt, but the reinstatement work is not yet finished.
- Park bench repairs – The fixing and painting has been completed. The contractor did a very nice job. His name is Fabian, and we will use him again for other work.
- It was agreed to maintain a new database of recommended contractors, using Google. The contact details will be shared shortly.
- Cleaning and upgrading required at the illegal taxi rank in 1st Street – The Mentone Court building has made a good start in cleaning up and beautifying their pavements. Themba will be hired to help if needed.
- Motorway fence along Newtown Road – We need to fix trees that are damaging the concrete fence. Thereafter we will fix the fence as well. There is a plan to plant a garden on the wider space at the eastern end of that pavement, where recyclers sometimes do their sorting, and sometimes leave a mess.
- Killarney Mall sale and refurbishment – There has not yet been any announcement about the sale of the Killarney Mall, or about relocating the illegal taxi rank. It was suggested to stop including this item on the agenda until we have an announcement from the Mall owners, and to only give feedback to the community via the newsletters.
- Suggestion to upgrade the NKRA constitution – It was agreed that residents will be given until the next NKRA meeting, 18 March, to submit any suggested amendments.
- Community Policing Forum – There were no CPF meetings for the months of December and January, and at the February meeting, there was no time for the Sectors to present our concerns and issues. Floh will contact the officials to present our issues again. It was agreed that we need a police kiosk at the taxi area, but that it needs to be staffed by uniformed police officers with full authority. Private security guards have no authority on the street, and the criminals are aware of this. The issues caused by the Uber Moto gatherings will be reported as well.
- NEW ISSUES
- It was confirmed that washing cars on the street is a by-law contravention. All by-law contraventions should be reported to the JMPD, but it must be done while the problem is in progress – there is no value in reporting it days later.
- There were no other issues beyond the agenda items.
