MINUTES FOR THE MONTHLY GENERAL MEETING OF THE
NEW KILLARNEY-RIVIERA ASSOCIATION
HELD VIRTUALLY OVER THE INTERNET
ON WEDNESDAY 15 OCTOBER 2025 at 18H30
PRESENT: Wayne Ford (Killarney Village); Charles Whyte (Beverley Heights); Eleanor Huggett (Councillor Ward 73); Kim Robinson (Killarney Hills); Malik Dasoo (Mentone Court).
1. WELCOME
- Wayne chaired the meeting. He opened the meeting and welcomed the attendees.
2. APOLOGIES RECEIVED

3. CONFIRMATION OF MINUTES, AND MATTERS ARISING
- The minutes of the previous meeting have been circulated to all attendees, and have been approved by them. The details thereof were incorporated into the monthly newsletter.
4. STATUS OF OUR SUBURB, AND LIST OF ISSUES REQUIRING ACTION
- Pavement and street repairs –: The JRA have finally responded to our repeated requests to be allowed to repair our potholes ourselves, by informing us that we may NOT do so. They invited us to report all our issues, and they promised to always add our issues to their list. These issues have all been reported many times, and we will continue to do so.
- We can continue to fill potholes with loose sand and stones for safety.
- It was noted that the Discovery Pothole Patrol seems to have special permission to do repairs – we will research how they managed to obtain this.
- Pavement repairs -: A few big repair projects are needed, in places where municipal excavations were made on pavements to repair pipes or cables, and were not repaired properly afterward. The NKRA is continuing to work on these problems.
- Charles has made a lot of progress on the pavement in Riviera Road outside Daventry Court and Beverley Heights. The repair of the Oxford Road corner in particular is complicated because this area has a lot of pipes etc under the surface, which have been dug up often. Our repair work here will involve additional costs for casual labour and materials, of an estimated R12,800. The meeting resolved to approve refunding Charles for this expenditure. We are still waiting for the municipality to repair the leaking water meter on that Riviera Road pavement, and to build a proper manhole structure.
- Once the paving on this pavement has been made safe for pedestrians, we will look at planting hardy succulent plants along the borders as well, to make the area more attractive. Cuttings will be requested from buildings and residents, and from the Killarney Mall.
- Our other current focus is the two major excavations on the pavement of Bretton Woods, in 4th Avenue. These excavations both blocked the pavement completely, but they have already been repaired substantially by the NKRA to at least allow safer pedestrian passage. Because both of these excavations also dug up the edge of the road, removed the gutter and displaced the kerb-stones, there is also the risk that rainwater run-off will erode the soil, and create an even bigger hazard. We are waiting for the building manager of Bretton Woods to finish some repairs to their stormwater drainpipe, and then we will complete the paving job. We might need to hire a professional builder, to assist us.
- Proposed new community upliftment initiatives –:
- More pavement rubbish bins -: The municipal-contracted company has been a bit slow with getting back to us, but we will get the details and costs shortly. Cllr Huggett will assist in getting a response.
- It was noted that we need another cleanup on the motorway embankment near the corner of Newtown Road. This job is a bit big for the Themba team to manage with their bakkie. RCS has helped us with major cleanup projects in the past, and they will be approached again. Cllr Huggett will approach her contacts at PikiTup as well.
- Tree pruning in the 4th Street park -: Two quotes were obtained, for R35,700 and for R147,775. A 3rd quote requires a R950 call-out fee just to take a look. We will now ask City Parks to do the work, and we will offer to help them with funding.
- Cllr Huggett requested a list of all the dead trees on the pavements of Killarney.
- Park bench repairs -: Floh has recommended a reliable handyman to do these repairs. Malik has volunteered to lead the project, and a quote will be obtained. The repainting of all these benches will also be quoted and considered.
- The playground -: This play area needs another layer of clean sand. We will need around 6 cubic meters of new sand to cover the entire sand-pit area. We obtained a quote from our previous supplier, for R6,750. The meeting resolved to incur this expenditure, and to have the sand delivered to the park as soon as possible.
- There were agenda items for creating a composting system in the 4th Street park, for arranging a community market, and for requesting a beehive in the Anerley park. The persons driving these ideas were not present at the meeting, so these items will need to be carried over.
- Service-delivery issue-reporting templates -: To get better municipal service delivery, we need more people to report the various issues and concerns. To make it easier for residents to do this, we are creating reporting templates, with built-in guides as to what information needs to be included. A draft template has been approved by Councillor Huggett, and will be distributed. This can always be upgraded and amended at any time.
- NKRA Community Gardens project -: The veggies are benefitting from the rain. Some of them are already ripe for eating.
- Community Street Walks -: Participation is improving as the weather warms up.
- Killarney public library -: We have asked the Killarney Mall to improve the lights inside the library, and we have requested permission to paint a mural outside the door to make the library more visible. We are still waiting for them to respond. It was also suggested to request that some signs be put up inside the Mall, and that the information booth outside Woolworths be made aware of the library so that they can answer questions from shoppers.
- Community Policing Forum -: The SAPS have been interacting with the taxi drivers. We don’t yet have details of what transpired, but more meetings have apparently been planned.
- Illegal hawkers, illegal drinking on pavements, on-going risks of cell-phone snatching on pavements, and pick-pockets -: The risks continue, and phones in particular continue to be snatched from unwary pedestrians.
- There was recently a street-party outside Lhenveolan in 1st Street, with much noise. Vision Tactical assisted with managing the problem, and the party was moved indoors.
- by the various bodies corporate.
- The NKRA PZT camera in 1st Street needs an upgrade. Charles will approach Kobus for an inspection and a recommendation.
- Killarney Mall refurbishment progress –: The negotiation for the sale of Killarney Mall continues. No action can be expected on the taxi facility until the sale is finalised. The Mall Centre Manager has undertaken to improve their security monitoring of the taxi area, and to keep us informed of developments in the sale process.
5. NEW ISSUES
- An in-person community meeting in the park on Saturday will be starting at 10am.
- There is a Water Crisis group in Johannesburg, which will be approaching the mayor at the council chambers to protest the poor response to the on-going water outages. This will take place on 1 November, starting at 10am. Posters will continue to be circulated.
